Ang Bayan ng Basay ay isang ika-4 na klaseng bayan sa lalawigan ng Negros Oriental, Pilipinas. Ayon sa senso ng 2024, ito ay may populasyon na 30,018 sa may 6,984 na kabahayan.[3] Ang pangalan ay nagmula sa kasaganaan ng mga natural na bukal sa lugar, na lokal na tinatawag na "busay." Kalaunan ay binago ang pangalan mula "Busay" patungong "Basay" noong panahon ng mga Espanyol sa hindi malamang dahilan.
