'On March 27, when Belarusian LGBT activist Sergei Androsenko was returning from Vilnius, he was disembarked from the Vilnius-Minsk train at the Gudagai station. First, 2 customs officers and a person in plainclothes carried out a customs inspection of the activist's belongings. His belongings, backpack, laptop, even the magazine "Sexus", published by "Belgazeta", were carefully examined. An hour later, the head of the Ashmyansk customs Nivyarkevich received an instruction for a personal customs inspection. After customs control, the activist was given copies of his documents and passport and released, but at the exit from the customs inspection hall, another customs officer met the activist and asked him to go with him to another building to resolve a "technical issue". As a result, Sergei Androsenko's passport was taken away again, saying that it was allegedly included in the database of invalid documents.'
This may be described as a form of police harassment - and taking away a person's passport is a human rights violation - but it seems to me that it is only humiliating to the extent that any police harassment is humiliating. - Now that I look closer at it, I think I see where the 'humiliating procedures' bit is coming from. The 'personal customs inspection' (Belarusian 'асабісты мытны дагляд', Russian 'личный таможенный досмотр') that the passage refers to is apparently a legal term denoting a search of a person, and that may, in turn, involve frisking, perhaps strip search, and even body cavity search. The text doesn't say what part of this was actually done, but I suppose the argument would be that since there was no reason to suspect him of smuggling anything, the search was unnecessary and hence must have been intended to humiliate him. I think it's reasonable to note that a search of his person was conducted, which is about as far as the source text goes; readers can draw their own conclusions from that.
