Akbar Khan (1912–1994) foi um oficial condecorado do Exército Britânico e do Exército do Paquistão, amplamente considerado um pioneiro da guerra por procuração. Ele comandou os rebeldes da Caxemira e os irregulares pashtuns na Primeira Guerra da Caxemira sob o pseudônimo de "General Tariq".[1][2] Em 1951, foi condenado por tentativa de golpe de Estado devido a Conspiração de Rawalpindi e cumpriu uma pena de cinco anos de prisão.[3]
Mais tarde, atuou como Chefe de Segurança Nacional sob o presidente Zulfikar Ali Bhutto. Sob sua liderança, o exército reprimiu a insurgência balúchi no início da década de 1970.[4]
