Dempuèi aquela guèrra, Occident obsèrva l'immensa misèria de mai de dos tèrces de l'Umanitat. Los païses avançats an sempre anonciat lor ambicion de solucionar la misèria dels païses sosdesvolopats.
Los esfòrces de desvolopament economic tendon a far passar los païses sosdesvolopats per una fasa de país emergent (en via de desvolopament/país en desvolopament), de contunh una fasa de país desvolopat. Aquesta vision a evoluit dins los actors de terren cap a la nocion de maldesvolopament.
