According to Wikipedia policy, "Primary sources that have been REPUTABLY published may be used in Wikipedia, but only with care, because it is easy to misuse them".

19833 views. 13.27% of the article views LED to PDF downloads. Total Downloads: 17922
For a science education paper, it is significant and notable.
Therefore, this proposed page is acceptable and should be kept.

Hi, coverage in reputable sources does not make the concept notable where those sources are written by the originator of the concept.
