Born in JerseyJersey on April 17th 1960 Nicolas Julien Louis De Meudon Jouault, educated at St Martin's Primary School, St Michael's Preparatory, and Victoria College. Lived his early years at Rozel.

Stood for election in the Parish of St Martin in 1999 losing to Deputy Bob Hill B.E.M.

An amateur historian and marine biologist, he sat for two terms on the committee of Société Jersiaise.
