Oerd Bylykbashi (born 23 may 1974) is a conservative Albanian politician. He is the author of Albania’s current law on decriminalisation of politics and public administration aimed at banning convicted persons from public office.

Bylykbashi was born in Durrës Albania into a middle class family, with both parents working as teachers. He graduated

in law in 1996 at the Faculty of Law at the Tirana University, where he also earned a Master degree in 2012.

Bylykbashi, an electoral system expert from 2001 to 2003, was then the head of the Electoral Reform Unit of the Presence in Albania of the Organisation for Security and Cooperation in Europe (OSCE) in the period 2003-2007. He served as an OSCE/ODIHR expert in the international monitoring mission of the Belgium 2007 parliamentary elections.

Bylykbashi served as a legal advisor to the Prime Minister of Albania in 2007, then as Director of Internal Audit and Anti-Corruption at the Prime Minister Office in the period 2008-2009. From 2009 to 2013 he was the Chief of Staff of the Prime Minister and the representative of the Democratic Party of Albania (DP) at the Central Elections Commission.

Bylykbashi was the DP chief representative in high-level political negotiations on constitutional reform, electoral reform, in the initiative on the limitation of parliamentary immunities, and the on the agreement on the adoption of the laws necessitating qualified majority to pave the way to Albania’s EU integration.

He was first elected in the Assembly of Albania in 2013. He is currently serving his third mandate as a MP in the Assembly of Albania.

From 2016 to 2017 he was the DP Party Chair in Durrës, Albania’s second largest city.

Oerd Bylykbashi was elected as the party’s Deputy Chair in June 2022.

Oerd Bylykbashi is married  to Vilma Fora, a dental surgeon, and has two daughters. He lives in Durrës.
