I added the copy editing tag due to multiple issues

I already noted one issue on this talk page, here. Another issue is in the first paragraph of "Key components" section, which includes a big block quote from Mark Carney, with quotation marks placed such that it is ambiguous/confusing where the quote starts and ends.
