By the definition of the filibuster it doesn't seem to even qualify as such. Postponing the vote within permitted, but limited, amount of time is not a debate. Filibuster is specific to the debate. If you'd qualify any and every example of postponing the vote as a "filibuster" you'd have examples flooded with just that throughout the history of the democracies, as it's a common practice. - Should mention that there is an existing link to the transcript in the sources http://hansardindex.ontla.on.ca/hansardeissue/35-1/l028.htm, however it doesn't provide paragraph IDs to allow direct linking to the Zebra Mussels Act, and it's using the HTTP protocol, rather than HTTPS, so the existing link may cause issues with some browsers and security settings. 2001:1970:4D1E:6B00:D9EE:66FD:6E0A:5649 (talk) 00:56, 26 May 2022 (UTC)
US State Legislatures Citations
On the list of state legislatures that allow the filibuster there is a "citation needed." What sources would be best to use to satisfy this? Are news articles describing instances of a filibuster occurring enough, or should the rules for the respective body be cited? I don't know how the rules are structured in each state, but the rules might not explicitly allow or regulate the practice but they might instead be a tradition or convention of the chamber. Using the Texas Senate as an example, their rules lack a time limit on the ability of a member to speak on a topic, but in the rules a member can call a point of order if a speaker is "filibustering" and on the third instance of this the speaker loses the floor. So while the chamber allows and has a history of filibusters. In my reading they are technically against the rules. Similarly the list includes Alabama, and I have found articles describing filibusters occurring, but their rules limit speaking time to an hour. In summary, what metric are we to use? History of Obstructionism in Ireland
