Caesar von Hofacker, member of the conspiracy against Adolf Hitler that was responsible for the July 20 plot, Carl-Heinrich von Stülpnagel's (a fellow plot member) personal adviser and Claus von Stauffenberg's cousin. On this picture, he wears the uniforme of a Major of the Luftwaffe.

Several searches on my part have turned up only this image, and it's also the only image that ever appears in books. I therefore think that a) this qualifies as fair use in the article about the man whom this image depicts since there is no other image available, and b) the image is probably free anyway (judging from its wide use elsewhere).
