Techem
Techem (stylized as techem) is a German energy services company headquartered in Eschborn, Germany. The company provides submetering, consumption-based billing, and energy management services for residential and commercial properties.
Techem operates in 18 countries and provides services for approximately 13.7 million dwellings worldwide.
The company has undergone multiple ownership changes involving international private equity investors, including a €4.6 billion acquisition in 2018 and a proposed €6.7 billion transaction announced in 2024, which was closed in October 2025 [1][2][3].
History
Founding and early development
Techem was founded in 1952 in Frankfurt by Friedrich Ott. The company initially focused on technologies for consumption-based billing of heating in multi-family buildings, including evaporative heat cost allocators. Following the introduction of Germany’s Heating Costs Ordinance (Heizkostenverordnung) in 1981, which mandated individual billing of heating costs, demand for such services increased significantly. Techem introduced electronic heat cost allocators in 1983 and expanded into energy contracting in 1992. In 1996, the company introduced radio-based systems for remote meter reading.
Public listing and ownership changes
Techem was listed on the stock exchange in 2000 and became part of the MDAX index. In the early 2000s, the company expanded its activities through acquisitions and international expansion, including the establishment of a subsidiary in China.
Between 2006 and 2008, takeover attempts involving Macquarie and BC Partners were reported in German and international media [4][5][6]. In 2008, the company was acquired by Macquarie and subsequently delisted and converted back into a private limited company (GmbH) in 2009.
In 2018, Techem was acquired by a consortium led by Partners Group, together with Caisse de dépôt et placement du Québec (CDPQ) and Ontario Teachers’ Pension Plan. The transaction valued the company at approximately €4.6 billion [7][8].
In October 2024, Partners Group agreed to sell Techem to TPG and GIC at a reported enterprise value of approximately €6.7 billion [9][10][11]. In May 2025, the planned sale was abandoned after the prospective buyers withdrew their application for regulatory approval from the European Commission.[12]. In July 2025, a revised transaction involving a consortium including Partners Group, GIC, TPG Rise Climate and Mubadala Investment Company was reported [13][14][15][16], which was closed in October 2025.
Operations
Techem provides services for the consumption-based measurement and billing of heat and water in residential and commercial properties. Its core activities include submetering, remote meter reading, and energy data management for the real estate sector.
The company serves a global customer base of property owners, housing companies, and private landlords. Germany is Techem’s primary market, accounting for a significant share of the company’s operations.
Products and services
Energy Services
This segment includes submetering services, including the installation, operation, and maintenance of metering devices used for recording heat and water consumption, as well as the preparation of consumption-based billing statements. A significant share of devices is equipped with radio technology, enabling remote data collection.
Energy Efficiency Solutions
Techem provides energy contracting and consulting services, including the planning, financing and operation of heating and energy supply systems. These services include the provision of heat, gas, electricity, and district heating to residential and commercial buildings. The segment also comprises measures to improve energy efficiency and and supports compliance with regulatory requirements in the building sector.
Market position and industry context
According to a 2017 sector inquiry by the German Federal Cartel Office (Bundeskartellamt), the market for submetering services in Germany is characterized by a high level of concentration, with a small number of providers accounting for a significant share of the market. The inquiry identified structural features that may limit competition, including long contract durations, limited interoperability of metering systems, and barriers to switching providers. The findings related to the structure of the submetering market as a whole rather than to individual companies [17].
Controversies
Cartel proceedings in Austria
In 2023, the Austrian Cartel Court found that Techem Messtechnik GmbH had participated in anti-competitive practices.Techem cooperated with authorities under a leniency program and was not fined.
