Setia Utama
Ir. Setia Utama is an Indonesian civil servant and writer, widely recognized for his contributions to the fields of archival management, public governance, and the preservation of institutional memory within the Ministry of Industry of the Republic of Indonesia. He serves as a Senior Principal Archivist (Arsiparis Ahli Utama), the highest functional rank in Indonesia’s governmental archival profession.
Career and Institutional Roles
Throughout his career at the Ministry of Industry, Setia Utama has held various strategic positions that have provided him with a comprehensive understanding of state bureaucracy and public administration. He previously served as Head of the Bureau of Public Relations, where he worked closely with the Minister of Industry for the 2016–2019 period, Airlangga Hartarto, supporting public communication initiatives and the ministry’s strategic policy agenda.
He was subsequently appointed Head of the General Affairs Bureau, a role that further broadened his experience in organizational management and government administration. The peak of his career was reached when he was appointed Senior Principal Archivist, assuming primary responsibility for safeguarding, managing, and continuously developing the ministry’s archival system.
In this capacity, Setia Utama views archives not merely as administrative records, but as strategic instruments that support transparency, accountability, and the continuity of public policy and institutional memory within the state.
Contributions to Archival Development
Beyond his technical responsibilities, Setia Utama has been actively involved as a mentor and resource person in various archival development, supervision, and audit activities. His engagement in providing guidance to work units, including educational institutions under the Ministry of Industry, reflects his commitment to fostering early awareness of the importance of sound archival governance.
He has also played a role in promoting digital transformation in archival management, particularly through the implementation of the Integrated Dynamic Archival Information System (SRIKANDI). His attention to the transition from manual to digital systems demonstrates an adaptive approach to the evolving role of information technology in public-sector governance.
Authorship and Publications
In addition to his structural and functional duties, Setia Utama is known as an author whose works document institutional development, archival practices, and the dynamics of public governance and national industry. His writings serve both as a means of preserving institutional knowledge and as reference material for public policy development.
In 2025, he published a book entitled Industri dari Masa ke Masa (Industry Through the Ages), which examines the trajectory of industrialization in Indonesia from the pre-colonial era to projections toward Indonesia Emas 2045. The book explores the evolution of the industrial sector across historical periods, including traditional manufacturing, colonial influence, post-independence industrial development, and the challenges and opportunities of the Fourth and Fifth Industrial Revolutions.
Through a historical and analytical approach, the work is intended as a reference for academics, policymakers, and industry practitioners seeking to understand the structural transformation of Indonesia’s industrial sector. Overall, Setia Utama’s body of work reflects his role in preserving organizational memory and bridging bureaucratic experience across generations through scholarly writing.
