Sergii Kudlaienko

(Ukrainian: Сергій Володимирович Кудлаєнко; born October 13, 1975) is a Ukrainian politician, economist, and academic. He served as a People's Deputy of Ukraine in the 8th convocation of the Verkhovna Rada. Currently, he is a Professor at the Interregional Academy of Personnel Management and the head of the Vinnytsia city branch of the public association "We are Vinnychans."

Early Life and Education

Kudlayenko was born in Vinnytsia, Ukraine. He attended secondary school No. 10 and later graduated from a technical school specializing in radio equipment manufacturing.

His higher education includes several degrees from prominent Ukrainian institutions:

• 2003: Graduated from the Kyiv National University of Trade and Economics (KNUTE) with a degree in Accounting and Auditing.

• 2010: Earned a Master’s degree in Public Administration from the Odessa Regional Institute of Public Administration.

• 2010: Obtained a law degree from the Ternopil National Economic University.

• 2012: Defended his PhD in Economics at Khmelnytskyi National University.

Professional and Political Career

Kudlayenko began his career in 1991 at the Vinnytsia Radio Equipment Plant. Between 1995 and 2006, he held various administrative and executive roles in the private sector, notably serving as the director of the enterprises "Focus" and "KyivRus."

Local Government

In 2006, he transitioned to the public sector, joining the Vinnytsia City Council. He headed departments focused on trade, public catering, and consumer market development. From 2011 to 2014, he served as the Director of the Administrative Services Department, where he was instrumental in establishing the city's system of administrative service centers (TSNAP).

Parliamentary Activity

In November 2014, Kudlayenko was elected to the Verkhovna Rada (8th convocation). As a non-partisan deputy, he served as the Deputy Chairman of the Committee on State Building, Regional Policy, and Local Self-Government.

During his tenure, he co-authored over 160 draft laws, focusing on:

• Decentralization: Strengthening the financial autonomy of local communities.
