Comment: This is way too promotional, for example "A visionary leader and guiding light for teachers"
which is unsourced. An there are repeated versions of this all the way to the end. As an encyclopedia we are not here to promote reputations, or to tell our readers how they should feel about a topic, merely to report on the facts and figures. Readers can make their own judgement. Also we need notability to be shown via the WP:GOLDENRULE. So ideally 3 independent reliable sources with significant content. In the India context, 3 newspaper obituaries would work here. Much of the article is also unsorced. ChrysGalley (talk) 13:52, 4 May 2026 (UTC)
Samala Yadagiri (9 February 1939 – 25 May 2002) was an Indian educationist, teacher, and union leader. He was the founder and founding president of the Panchayat Raj Teachers Union (PRTU), an organization representing teachers working in Panchayat Raj institutions.
Following the bifurcation of Andhra Pradesh in 2014, the union functions as separate entities: PRTU TS (Progressive Recognised Teachers Union – Telangana State) and PRTU AP (Progressive Recognised Teachers Union – Andhra Pradesh).
Concept of Unified Service Rules
Samala Yadagiri advocated for the introduction of unified service rules for teachers working in Panchayat Raj institutions. This concept contributed to the formation of the Panchayat Raj Teachers Union (PRTU), which later evolved into the Progressive Recognised Teachers Union.
Early life and career
Samala Yadagiri was born on 9 February 1939 in Warangal district (present-day Telangana), India, into a modest family. He began his teaching career on 1 November 1962 as a Secondary Grade Teacher in a Zilla Parishad school. Through continued service and academic advancement, he was promoted to the position of headmaster in 1971.
In 1965, he completed civilian rifle training conducted by the Defence Department as part of national preparedness efforts during the Indo-Pakistani War. He attended the Central Civilian Rifle Training Camp organized by the Government of India and received a commendation certificate for his participation.
In 1966, he was associated with Hindi language promotion activities through programs organized by Hindi Vidyapeeth, Bombay. He served as Central Vyavasthapak (administrator) for two years and later as General Secretary for another two years, during which he organized literary and language promotion initiatives. He was awarded an institutional language merit recognition for his contributions.
During the 1970 Gram Panchayat elections, he served in an official capacity and received a commendation certificate recognizing his service as an election officer.
Role in the Telangana movement
Samala Yadagiri was associated with the 1969 Telangana movement, which advocated for the creation of a separate Telangana state. As a teacher and activist, he participated in efforts to raise awareness about regional disparities, including issues related to resource allocation and irrigation. He was also involved in mobilizing members of the academic and teaching community during the agitation.
Founding of PRTU

Samala Yadagiri initiated the formation of the Panchayat Raj Teachers Union (PRTU) in 1969-1970 at Mahabubabad. The organization aimed to represent teachers working in Panchayat Raj institutions and to address issues related to service conditions, professional rights, and welfare.[1]
Mahabubabad emerged as the epicenter of PRTU, where he sparked and energized the movement from his residence, which effectively served as PRTU office.
The union was formally established on 9 February 1971. In the same year, then Chief Minister of Andhra Pradesh, P. V. Narasimha Rao, attended a meeting of the organization in Mahabubabad, where the objectives of the union were presented.
Concept of Unified Service Rules
Samala Yadagiri advocated for the introduction of unified service rules for teachers working in Panchayat Raj institutions. This concept was intended to address disparities in service conditions and to provide a structured framework for the professional administration of teachers.
He is associated with promoting this idea during the formative years of the Panchayat Raj Teachers Union (PRTU), where it contributed to shaping the organization’s objectives and activities.
During this period, he engaged with teachers across the erstwhile combined state of Andhra Pradesh to raise awareness about the need for collective representation and standardized service conditions.
Vision and organizational development
Samala Yadagiri was involved in developing the organizational structure of the Panchayat Raj Teachers Union (PRTU) during its early years. The union focused on issues related to teachers’ welfare, professional rights, and collective representation.
Between 1969 and 1972, he played a leading role in guiding the activities of the organization during its formative phase. During this period, efforts were made to expand the union’s reach among teachers across different districts.
By around mid-1972, steps were taken to formalize the structure of the organization through the formation of a representative body. In this process, leadership roles were assigned at the state level, and Yadagiri later served as State General Secretary of PRTU in the combined state of Andhra Pradesh.
Prior to this, as founding president, he was involved in the initial appointment of key office bearers as part of the early organizational setup.
Advocacy and policy contributions
In 1972, Samala Yadagiri is reported to have prepared a foundational document for the Panchayat Raj Teachers Union (PRTU), commonly referred to as the “PRTU Bylaws” (Sangha Niyamavali), outlining the organizational structure and functioning of the union.[2]
He was also associated with efforts to advocate for pension provisions for teachers working in Panchayat Raj institutions. During this period, proposals relating to pension rules were submitted to the government for consideration, and subsequent policy developments in the early 1970s addressed aspects of pension eligibility for such teachers.

As part of an initiative to install statues of Samala Yadagiri across districts of Telangana, the first installation was completed at the PRTU central office on 9 February 2026[8][9], coinciding with his birth anniversary, observed as PRTU Formation Day. The initiative has been proposed to be implemented in phases across districts where PRTU maintains office buildings.
