The Poverty Education Project was an action-research and social advocacy program conducted by the Brotherhood of St Laurence (BSL) from 1974 to 1981. Based in Fitzroy, Victoria, the project addressed poverty as a structural issue. It was led by Concetta Benn supported by Joan Benjamin.

Theoretical Framework: The Developmental Approach

The project implemented the "Developmental Approach," or the 4 Power Model, introduced by Concetta Benn in 1976 which analyses social disadvantage as a lack of power over:

  1. Resources: Access to material and social goods.
  2. Decision-making: Participation in administrative and political processes.
  3. Information: Access to technical and legal knowledge.
  4. Relationships: The ability to negotiate with and influence social institutions.
