Michael Stuart Youlen (born c. 1985) is an American private investigator, former police officer, and active peace officer based in Manassas, Virginia. He is the founder and owner of Youlen Detective Agency and has operated private law-enforcement services, including the Manassas Housing Police Authority (later known as Manassas Junction LLC and associated with the 31st VA Peace Officer).
Early life and education
Youlen grew up in the Syracuse, New York area. He attended Liverpool High School, graduating in 2003,[1] and later attended Le Moyne College, graduating in 2007, where he was a member of the baseball team.[2]
Law enforcement career
Youlen began his career as a sworn police officer, serving first in upstate New York and later with the Manassas Police Department (more than five years of total sworn service by 2013).[3] He left the Manassas force to establish the Youlen Detective Agency,[4] a licensed private-investigation firm headquartered in Manassas offering services including matrimonial and divorce investigations, child-custody cases, background checks, surveillance, missing-persons cases, computer forensics, and civil process serving.[5]
Special conservator of the peace
In or around 2012, Youlen petitioned the Virginia courts and was appointed as a Special Conservator of the Peace (SCOP) under Virginia Code § 19.2-13, granting him authority to carry a firearm, display a badge, make arrests, and issue citations within specified jurisdictions, primarily the city of Manassas, Prince William County, and Manassas Park.[6]
He founded the Manassas Housing Police Authority, initially styled as the Manassas Junction Police Department and later rebranded Manassas Junction LLC. The agency was funded privately through contracts with property-management companies and homeowners associations, patrolling multiple apartment and townhouse complexes. Services focused on quality-of-life issues including loitering, noise complaints, traffic enforcement, minor drug offenses, parking violations, and nuisance problems, intended to supplement rather than replace municipal police.[7]
In 2014, the agency recorded 77 arrests and citations, 162 parking violations, and 221 calls for service.[8] By the mid-2020s, his law-enforcement services continued under the name 31st VA Peace Officer, providing community patrols, investigations, and call-response services to several Manassas and Prince William County homeowners associations.[9]
Youlen gained regional and national media attention in 2013 through 2015 as an example of the growing use of special conservators of the peace under Virginia law, a provision allowing private citizens to petition courts for limited law-enforcement authority.[10][11][12]
Political campaign
In 2016, Youlen ran as an Independent candidate for Manassas City Council. He received 1,324 votes (3.6 percent) and did not win a seat.[13]
