Karen A. Bushell is an American public official serving as the Clerk of the Circuit Court for Montgomery County, Maryland. A member of the Democratic Party, she has held the office since April 1, 2021, after previously serving as Chief Deputy Clerk from 2014 to 2021.[1]

Early life and education

Bushell was born in 1964 in Oak Lawn, Illinois.[2] She attended Limestone High School in Bartonville, Illinois. She later studied at Montgomery College and earned a paralegal certificate from George Mason University in 2005.[2] In 2021, she completed the Institute of Court Management Program at the National Center for State Courts.[2]

Career

Bushell began her career in the Maryland Judiciary as an Administrative Assistant in the District Court of Montgomery County from 2001 to 2002.[2] She then served in the Circuit Court for Montgomery County from 2002 to 2014. In 2014, she was appointed Chief Deputy Clerk of the Circuit Court, a position she held until 2021.[1]

She has been a member of the Conference of Circuit Court Clerks since 2014 and has participated in statewide judicial policy initiatives through the Maryland Judicial Council.[2] From 2021 to 2022, she served on the Major Project Executive Steering Subcommittee of the Court Technology Committee.[2]

Bushell has also served on the Criminal Justice Coordinating Commission of Montgomery County since 2021.[2] Within the Judicial Council, she has served on the Diversity and Inclusion Education Subcommittee (since 2022), the Community Outreach Subcommittee and Community Liaisons Work Group of the Equal Justice Committee (since 2023), and the Security Task Force of the Special Projects Committee (since 2023), including its courthouse security workgroup beginning in 2024.[2]

Earlier in her career, she was a member of the Mental Health Court Planning and Implementation Task Force in Montgomery County in 2015 and the Joint Work Group on Human Trafficking of the Maryland Judicial Council from 2016 to 2020.[2]

Clerk of the Circuit Court

As Clerk of the Circuit Court for Montgomery County, Bushell oversees the maintenance of court records, filing and docketing of cases, issuance of marriage licenses, administration of oaths, and jury management. The Clerk’s Office is located in the Montgomery County Judicial Center in Rockville, Maryland.[1]

Professional affiliations

Bushell has been a member of the Maryland Circuit Court Clerks' Association since 2014 and the Mid-Atlantic Association for Court Management since the same year.[2] She served as co-chair of the association’s conference committee from 2015 to 2017. From 2016 to 2021, she chaired the Courthouse Charity Committee in Montgomery County.[2]

Community involvement

Bushell has been a member of the LGBTQ Democrats of Montgomery County, Maryland, since 2018.[2] She is the founder and honorary chair of the Kevin Bushell Foundation, established in 2018.[2]

Personal life

Bushell is married and has six children and seven grandchildren.[2]
