Development
After the success of Kaithi in late 2019, director Lokesh Kanagaraj hinted at a sequel, stating, "Dilli will be back".[1] Karthi, who played Dilli, later confirmed the sequel during a success meet. Initially, it was expected to commence after Lokesh finished working on Master (2021) with Vijay.[2] However, the filming was delayed due to Karthi's commitments to Sulthan (2021), Viruman (2022), Ponniyin Selvan: I (2022), Sardar (2022), and Ponniyin Selvan: II (2023). Lokesh also became occupied with other projects, including Vikram (2022) with Kamal Haasan and Leo (2023) with Vijay.[3] In February 2022, a petitioner from Kerala filed a case against the makers of Kaithi at Kollum Court, claiming that the story belongs to him and the works for the sequel and the Hindi remake were delayed due to this. However, soon after, the court gave the verdict that the story belongs to Lokesh.[4]
The following August, Karthi mentioned that filming for the sequel would begin after Lokesh finished Leo.[5] By early October 2023, Lokesh further disclosed that the shooting would start after his next project with Rajinikanth, later titled Coolie (2025).[6] In November 2024, Lokesh said he rewrote some of the film's sequences set in prison to avoid comparisons with Sorgavaasal (2024), which is also set primarily in a prison.[7] On 15 March, Karthi announced that the production would commence after Lokesh completes Coolie.[8] KVN Productions were also revealed to have joined as co-producers, in their second Tamil production after Jana Nayagan (2026).[9][10] However, in late May, it was reported that production would take place after Lokesh completes his acting debut, directed by Arun Matheswaran, and after Karthi completes work for a film with director Thamizh, which would begin following the completion of Vaa Vaathiyaar (2025).[11][12] After Lokesh completed Coolie, he instead moved on to a project starring Allu Arjun, but hoped to begin work on Kaithi 2 afterwards.[13]
Pre-production
Lokesh began drafting the script in November 2022.[14] In May 2025, S. R. Prabhu announced that pre-production works had begun in April.[15]
Casting
Karthi would reprise his role as Dilli from the first film. Arjun Das confirmed reprising his role as Anbu as well as confirming the inclusion of Harish Uthaman's Adaikalam.[16] In July 2024, the film was reported to feature a voice-over by Vijay, as he also was introduced to the cinematic universe with Leo.[17]
Filming
Principal photography was scheduled to begin in late 2025.[15][18]
