IXC Softswitch (also Interexchange Carrier) is a Ukrainian developer of softswitch and VoIP billing software for telecommunications operators and service providers. The company's platform is used for wholesale and retail voice routing and related billing functions.
History
According to a 2014 interview in ITC.ua with company founder Oleksii Vinogradov, he relocated to Kyiv around 2002 and established a group of companies marketed under the IXC name, focused on billing, softswitch systems, and traffic statistics for telecom operators.[1]
In 2004–2005, the Internet Association of Ukraine (InAU) developed UA-VoIX, a Ukrainian IP-telephony traffic exchange point for participating providers, analogous to the existing UA-IX data exchange. Independent press reported that IXC won an InAU tender to supply the softswitch software for the project. The exchange operated as a redundant two-server cluster located near UA-IX; participating providers installed equipment and software to interconnect their networks without routing calls through the public switched telephone network for calls between project members.[2]
Products
The company's main product is marketed as IXC Softswitch (hardware–software complex IXC System). A 2006 telecommunications textbook surveying domestic and imported softswitch platforms described Interexchange Carrier as a Ukrainian telecom company that developed IXC Softswitch, which had received Russian Ministry of Information Technologies and Communications certification ОС/1-СПД-777 (valid until July 2007) as a Class 4-type softswitch. The same source listed technical specifications including ТУ 5600-101-47397453-2003 and manufacturer ООО «Ай-Экс-Си Груп» for version 4.1 of the complex.[3]
The textbook summarized the platform's capabilities as including H.323 dialect interoperability, SIP support, signaling handling (H.225, H.245), static routing based on criteria such as cost per minute and destination, and call authorization linked to billing account status.[3]
