Citystate Metropolis is an upcoming city-building game developed and published by Andy Sztark and his studio New Sapaudia. The game is the third in the Citystate series following the release of Citystate II.
Gameplay
Similar to its predecessor, Citystate Metropolis is a city-building game which gives the player the freedom to create a city on a virtual plot of land. However, unlike Citystate II's focus on being an economic simulation with city-building elements, Citystate Metropolis is more broad in its scope. The game offers grid-less zoning tools and procedurally generated buildings which players can edit and redesign freely.[1] Compared to Citystate II's tile-based road system, Citystate Metropolis uses a spline-based road system in which players can now create curved roads.[2] It also pivots away from being a "society simulator" as Sztark describes it, to being a "city painter" with more sandbox and creative features for the player.[1] Despite this, Sztark has not shied away from including aspects such as poverty, segregation, or social mobility, instead opting to include them unlike many modern city-builders.[3] Education affecting income levels and neighborhood designs impacting where people live are just some of the socioeconomic aspects players have to take into account.[3]
Buildings
All three types of buildings, residential, commercial, and industrial, are procedurally generated.
Terrain
The game uses a semi-procedurally generated system where players can choose from multiple base map types, and customize various options to make the map more unique. Players have the option of changing the ocean level, base height, height range, erosion iterations, and sediment.[4] Players can also change the terrain type, foliage density, terrain smoothness, and the amount of water the map has.[5]
Development
Citystate Metropolis is being solo-developed by Andy Sztark and his studio New Sapaudia.[2] Development on the game began in December 2022, following the release of the final patch for Citystate II.[2] A trailer for the game was released on the 24th of September 2025 onto YouTube, garnering over half a million views.[3] It is slated to release on Windows through Steam in early access in Q2 of 2026.
