COFDSKI (Citizen-Oriented Digital Foundations for Sovereign Knowledge Infrastructure) is a proposed digital governance framework introduced in early 2026 by the Tunisian civic technology initiative TraceOn Lab, in response to widely reported failures in Tunisia’s digital public services.[1]

It addresses incidents such as the public exposure of raw technical stack traces (e.g., JSF/Mojarra errors) on the CNSS portal and the official delay of Article 53 of the 2025 Finance Law due to digital unreadiness.[2]

Principles

COFDSKI is structured around seven interlocking pillars (C-O-D-F-S-K-I):

  • C – Citizen-Centric Error Handling
  • O – Observability with Ownership
  • D – Decentralized Modernization Zones
  • F – Fiscal-Digital Alignment
  • S – Sovereign Knowledge Sharing
  • K – Knowledge-Driven Accountability
  • I – Institutional Polyarchy

The framework draws on political theorist Robert A. Dahl's concept of polyarchy and Nobel laureate Elinor Ostrom's research on polycentric governance systems.[3][4]

Applications

As of 2026, elements of the COFDSKI approach are being advocated in Tunisia through:

  • Pilot proposals for Tripartite Digital Cells (citizen + developer + policymaker)
  • Calls for mandatory "Digital Readiness Reviews" prior to enacting digital compliance laws
  • Civil society campaigns for a national "Digital Trust Index"
