(Bruce Steven Poulin) (1962 - ) is a disabled Roman Catholic Canadian Veteran who went on to become the 60th State Deputy of the Knights of Columbus in Ontario. In his two-year term as State Deputy (2023-2025), he oversaw the charitable works done by some 58,000 Catholic men volunteers throughout the province.
Early life, Greater Ottawa Area
He was the son Catholic parents, Jean Origène Poulin and Marilyn Lee Poulin (nee Jackson). This Franco-Ontarian, born in The Salvation Army Grace hospital in Ottawa, Ontario lived all of his early live in the Ottawa area where he was closely identified for his love of academic learning and military history, for which he was admitted to the Canadian Military College at 16.
Academia
He is the fourth generation of his family to serve in the Canadian military but the first to attend and graduate from the Royal Canadian Military College of Canada in Kingston with First Class Honours. He also holds the distinction of being the first member of his family to receive a full academic scholarship to complete a master’s degree from the School of Advanced International Studies (SAIS) at Johns Hopkins University, Washington, DC. He is also the first Canadian military officer, on active duty, to attend and complete a degree at this academic institution. He would later complete an Honours Certificate from Algonquin College in social media.
Career
Bruce S. Poulin’s professional career has included stints as a Reserve (Regiment de Hull) and a Regular Force (Royal Canadian Artillery (5e RALC) and Public Affairs) Officer in the Canadian Armed Forces and NATO, before working as the Manager Media and External Relations as well as a Service Officer for the Royal Canadian Legion national headquarters. He also worked for the Conference of Defence Associations Institute, and later senior communications representative for Lockheed Martin Canada. His last career employment saw him work, part-time, for the Canadian Wheelchair Foundation.
Ottawa-Vanier-Gloucester
Poulin served one term as a municipal councillor in Kingston, Ontario while he was posted to the Royal Military College. He joined the Progressive Conservative Party of Ontario in 2007 and was elected President of the Ottawa-Vanier-Gloucester PC Riding Association that same year. He was acclaimed as the PC Candidate for the riding of Ottawa-Vanier-Gloucester at the October 2007 provincial election, as his Family’s home constituency, he was already known to a number of local electorates. This was a Liberal seat, that the Ontario Progressive Conservatives had not held since 1971. Although the provincial liberals held on to the seat, he was able to reduce their majority in the riding. The PC Party of Ontario awarded him the Ontario PC Trillium Award for his outstanding efforts in that election. In 2010, he ran unsuccessfully as a councillor for the Rideau-Rockcliffe Ward in Ottawa.
In 2015, he married Zoye Margaret Poulin (nee Goble) and they have five children
Works
Poulin has been a contributor to Esprit de Corps magazine, Legion magazine, Royal Canadian Air Force Journal; On Track; Joint Force Quarterly; Canadian Defence Quarterly; Vanguard magazine; and eVeritas. He has spoken in hundreds of churches and other settings to promote the Catholic faith and the importance of putting one’s faith in action through charitable works.
Awards/Recognition
He was awarded the Queen Elizabeth II Golden Jubilee Medal (2002), the Queen Elizabeth II Diamond Jubilee Medal (2012) and the Sovereign’s Medal for Volunteers (2016) – all for his significant contribution to Canadians living in Ontario. His outstanding community service, largely through the Knights of Columbus, was also recognized the Government of Ontario awarding him the Queen Elizabeth II Ontario Medal for Good Citizenship in 2025 and again by the federal Member of Parliament for his Riding who presented him with the King Charles III Coronation Medal; and Pope Leo XIV who awarded him with the Papal Benemerenti Medal in December of that same year.
