Billy Miller ( Born February 17, 1958 Detroit Michigan) is an artist and curator, the former Vice President of the Bob Mizer Foundation, and an independent publisher based in New York City.

He organized and curated the first-ever exhibitions of pioneering gay photographer-filmmaker-publisher Bob Mizer (1922–1992)'s photography and film work with exhibits and screenings in New York City, Chicago, San Francisco, London, and Berlin. And the first solo exhibition of photographer Alvin Baltrop (1948–2004). As well as the first European exhibition of photographer Teenie Harris (1908–1998).

Miller is pictured and named in the October 1978 issue of CREEM magazine in an article about the former Detroit punk rock club Bookies and quoted in a 2017 Chicago Magazine article about the 1980s Chicago gay new wave after hours club Medusa, housed in a former theater where he created weekly installations and scheduled artists and performers – while doing the same at the Chicago Metro theater and the short-lived Chicago Limelight, and other venues.

Straight To Hell (founded by Boyd McDonald in 1973, and published by Miller since 1989) was the focus of a 2008 exhibition curated by Miller at Exile Gallery in Berlin, Germany. The series which is still being published has, since the early 2000s, sometimes taken the form of Straight To Hell editions and various other projects such as artists books, videos, and live events.
