Das Common Intermediate Format (CIF) wurde von der Internationalen Fernmeldeunion (ITU) im Videokonferenz-Standard H.261 eingeführt, weil die beiden Videostandards NTSC und PAL unterschiedliche Auflösungen und Bildwiederholraten haben. Hieraus ergaben sich Kompatibilitätsprobleme, wenn eine Videokonferenz von einem NTSC-basierten Bildschirm und Kamera zu einem PAL-basierten Bildschirm und Kamera aufgebaut werden sollte.

Es handelt sich hierbei um ein Zwischenformat, bei dem sich NTSC und PAL auf halbem Weg entgegenkommen, da die größere spatiale Auflösung von PAL und die größere temporale Auflösung von NTSC verwendet wird. Alle Längen und Breiten sind gerade Vielfache von 16 Pixeln. Die CIF-Pixel sind nicht quadratisch, dürfen somit nicht direkt mit Computer-Pixeln verglichen werden.

QCIF steht für Quarter CIF. Dies ist neben CIF das gängigste Format in der Videokodierung. „Quarter“ heißt dabei, dass die Bildfläche geviertelt, also die Höhe und Breite halbiert werden.
