Town of Clayton Town Councilor elected to two terms 2004-2007 and 2008-2011. While on the Clayton town council, Mr. Harding contributed legislation including: Town-wide one-container recycling program, Tree Preservation Ordinance, Anit-Teathering Ordinance for animals, First town Dog Park. His second term victory was contested by one of his opponents due to voting irregularities and the North Carolina Supreme Court ruled that a re-do was in order. Mr. Harding re-do vote resulted in a tie with Art Holder, and Mr. Harding's name was drawn from a box to determine the winner. Mr. Harding ran for a third term and narrowly lost his bid.
