I) MILITARY ENGINEERING SERVICES
a) Worked as SDO E/M in GE Project Udampur.( J&K )
b) Worked as SDO Planning in Chief Engineer Zonal
Udampur. ( J&K )
c) Worked as SDO Maintenance in GE Patiala.
I Worked/Planned/Designed the following Projects/ Works
during my tenure in the above organisations.
1. Supervised the Construction of internal/external electricfication and water supply of about 30 Project in the Udampur Cantonment.
2. Designed/Prepared Drawings for the Bulk Petroleum Installations. Generating Station, external electrification/ Water Supply viz. a viz. Filteration Plant for Leh Cantonment.
3. Designed/ Prepared Drawings for Heating of Military Hospitals (Srinagar & Udampur). Internal electrification of Cinema (Udampur) and Lighting system of runway ( Udampur ).
4. Design of Internal Electrification of 2 ADVANCE BASE WORKSHOP UDAMPUR besides preparation of Drawings.
5. Improvement of Street Lighting, Office Lighting, provision of special lights in Patiala Cantonment,

II) PUNJAB ELECTICAL INSPECTORATE PATIALA
(CHIEF ELECTRICAL INSPECTOR TO GOVT. PUNJAB)
I was selected as Assistant Engineer by Punjab Public Service Commission Patiala in the year 1971 as sole candidate out of 40 Candidates against 8 Posts and joined as such on 16/4/1971 afternoon in the office of Chief Electrical Inspector to Govt. Punjab. Patiala.
I was promoted as Senior Assistant (Class 1 Jr.) to Chief Electrical Inspector Punjab in the year 1975.
I was again promoted as Executive Engineer (Class I) in April 1980
I officiated as Chief Electrical Inspector to Govt. Punjab from 1/1/83 to 19/9/83.
I was promoted as Chief Electrical Inspector to Govt. Punjab in Dec. 1985 ( As Head of the Department) and worked on this post upto 31/3/2000 i.e. for about 15 years.
During my tenure as Chief Electrical Inspector to Govt. Punjab Patiala I was associated with about 15 Chief Engineers of the Punjab State Electricity Board besides in policy matters of the Board as under:
I ) Inspection , Approval of Drawings of 66KV Grid Substations, 132KV Substations and 220KV Substations Constructed by Punjab State Electricity Board and suggesting amendments where ever necessary in the State of Punjab.
ii) Inspection/ Approval of 66KV, 132KV and 220KV Transmission Lines constructed by Punjab State Electricity Board in the State of Punjab.
iii) Inspection /Approval of the following Hydro Electric Plants:
a) UBDC Pathankot – 6 Units (15MW each)
b) Mukerian Hydle – 4 Nos. (45-50MW each)
c) Micro Hydles – 8 Nos. (1.5-2MW each)
d) Anandpur Hydle – 2 Nos. (70-80MW each)(APH I & APH II)
e) Ranjit Sagar Dam – 600MW (4Units -150MW each)
iv) Inspection / Approval of the following Thermal Plants:
a) Guru Nanak Dev Thermal Plant – 440MW
Bhatinda (4Units – 110MW each)
b) Guru Gobind Singh Super - 1260MW
Thermal Plant, Ropar. (6 Units - 210MW each)
c) Guru Hargobind Thermal Plant - 420 MW
Lehra Mohabbat. (2 Units – 210MW each)
v) Scuritnisation of Reports of 11KV Substations / Lines inpected by Departmental Officers.
vi) Scuritnisation of electrical Accidents (Occurred with the Electric lines of Punjab State Electricity Board) Reports investigated by the Departmental Officers for the finalization of compensation and suggesting improvement in the overhead lines on the basis on investigation reports.
vii) Acted as an Arbitrator under Section 26(6) and Section 24 of IE Act 1910 for the settlement of disputes of various natures arisen between the Punjab State Electricity Board and affected Consumers of the State, referred by various courts (Supreme Court, High Court and District Courts), by the Consumers or by the Punjab State Electricity Board itself. I decided near about 1000 Cases of Disputes in my Tenure.
viii) I gave my suggestions to the Punjab State Electricity Board for the evolution of G.I. Pipes for earthing in the Rural Areas resulting saving of Crores of Rupees.
ix) On the Basis of decisions in the disputes, the Punjab State Electricity Board was compelled to issue amendments regarding charging for slow metering thereby giving relief to the State Consumers such as Circular 1/88, 6/88, 42/92 and many others.
x) The Punjab State Electricity Board introduced a new scheme so called, “Self Material” to release the Electric Connection to the consumers on my advice resulting huge revenue without any expenditure incurred by the Board.
xi) I gave suggestions for the erection of 11KV, 66KV, 132KV Capacitor Banks after creating Busses in the Grid Yards.
xii) I remained associated with the Board and whenever it felt necessity I helped.
III) CENTRAL ELECTRICITY BOARD, NEW DELHI
I was member of this Board from December 1985
to 31/3/2000. I attended various National Level Meetings of the Board every year for bringing the amendments in the Electricity Act 1910 and India electricity Rule 1956.
NOTE:- Every State has two members of this board one from the Punjab State Electricity Board (Chairman or Member D/ Member C) and the other is Chief Electrical Inspector of the State.
IV) PUNJAB LICENSING BOARD
I remained Member Secy. of this Board from December 1985 to 31/3/2000.
The functions of this Board are mentioned below:
- To grant Competency Certificate to Cinema Operators, to Electrical Supervisors and Wiremen Permits to Wiremen after conducting examinations prescribed in the Punjab Licensing Board Rules 1962.
- To grant Electrical Contractor Licenses for the execution of Electrical works in the State of Punjab.
V) COLLECTION OF STATE ELECTRICTY DUTY
State Electricity Duty is a Govt. Revenue levied on the supply of Electricity to the consumers by the Punjab State Electricity Board/ Licensee. It is also leviable on the generation of Electricity by the Generators used for commercial purposes. The State Electricity Duty is Collected/ Deposited by the Electricity Board into the Govt. Treasury, but the Chief Electrical Inspector is responsible for the correct collection/ deposit of Electricity Duty in the Govt. treasury by the State Electricity Board as authorized in the Punjab State Electricity Duty Act 1958 i.e. I worked as Electricity Duty Collector over the State electricity Board for about 15 years.
