V knize Dvě pojednání o Vládě napsal:důvod proč lidé vystupují do organizovaného společenství, je, aby si zachoval svuj majetek.Kdykoli zákonodárce se pokouší majetek lidí zničit nebo odcizit popřípade omezit lidi na otroky moci,jsou lidé války s mocí... Lide pak mají právo získat zpět svou původní svobodu,které se nedobrovolně vzdali ve prospěch společenství,a mají právo si zvolit vládu novou která by zajištovala jejich vlastní bezpečnost a ochranu.Totiž to,proč do společenství vstupovali...
