It appears that South Westbury is a.k.a. Salisbury. I know I've seen signs, the blue ones with the town seal and Kate Murray's name, that say "Welcome to Salisbury." If you do a search on the Census Web site, they have Salisbury defined as a hamlet/CDP, not South Westbury. Also, if you check out the TOH site for council member hudes [1], it lists his district as including Salisbury.
