Population note

When the population is stated as '21.2 million, less than 5 after the rebellion left', is that 5 million or simply 5 people? Anyone know so the article can be clarified?

Overuse of the word "fictional"

I removed the excessive "fictional"s from the intro but the word still appears in the section headers.
