William Starr Basinger (1827-1910) adalah seorang pengacara, perwira militer, legislator negara bagian, dan presiden Universitas Georgia Utara. Ia menjabat sebagai mayor di Batalion Georgia ke-18 dari Angkatan Darat Negara Konfederasi selama Perang Saudara. Pada tahun 1886, Basinger, menggantikan David W. Lewis (pengacara), menjadi presiden kedua North Georgia Agricultural College (sekarang UNG).[2][3]
